Terms of Use
Last updated: October 22, 2026
These Terms of Use govern the use of the POLICE911 Social website and the related POLICE911 Telegram bot. By using the website or the Telegram bot, users agree to use them in good faith and within their intended purpose.
1. Purpose of POLICE911 Social and the POLICE911 Telegram bot
POLICE911 Social is the public website of the Department for Assistance and Support to Socially Vulnerable People of the All-Ukrainian Public Organization “Ukrainian Rescue Service”. The website provides information about the department’s activities, completed projects, areas of assistance, contact methods and access to the POLICE911 Telegram bot.
The POLICE911 Telegram bot is an AI-based automated information and consultation system. A participant card is not required to receive a consultation.
2. Voluntary use
Use of the website, access to the Telegram bot and receipt of information and consultation support are voluntary. Creating a participant card is also voluntary and requires separate confirmation of consent.
3. Emergencies and limits of informational support
POLICE911 Social and the POLICE911 Telegram bot are not a government emergency service, a healthcare institution or an emergency medical service, and they do not replace the relevant official services.
If there is an immediate threat to life or health in Ukraine, call 112.
AI responses are provided for information and consultation purposes. They may be incomplete, inaccurate or require verification. Where an error could create a significant risk to a person’s life, health or legal rights, users should contact the appropriate official service or a qualified professional.
4. Practical assistance
The department and participants in the POLICE911 information and rescue system seek ways to assist within available resources, competence and contacts. A request does not guarantee that every specific problem can be resolved or that a required resource will be available.
Where appropriate, state, municipal, civil society, charitable, volunteer or other specialized organizations and services may be involved in addressing a situation.
5. Participant card
A participant card is created only at the voluntary request of a person who is willing to provide information about their capabilities, resources and contact methods in order to assist other people. Participants should keep this information reasonably up to date.
Participation does not by itself create an employment relationship, agency relationship or obligation to accept a particular request. A participant may stop participating and delete their card using the function provided in the Telegram bot.
6. Responsible use
Users must not use the website or Telegram bot for unlawful activity, unauthorized access attempts, distribution of malicious code, deliberate overloading of the system, impersonation, or knowingly providing false information for the purpose of causing harm.
Users should provide only the personal or sensitive information about themselves or third parties that is genuinely necessary to understand a specific situation.
7. Privacy and personal data
The processing of personal data, use of Telegram, OpenAI, Google Drive, Google Sheets and server infrastructure, as well as procedures for changing and deleting data, are described in the separate Privacy Policy, which forms an integral part of the rules governing the use of POLICE911 services.
8. External technology services
Some functions rely on external technology services, including Telegram, OpenAI, Google and OVHcloud. Use of those third-party platforms may also be subject to their own terms and policies.
9. Availability and changes to the service
Individual functions of the website or Telegram bot may change, become temporarily unavailable or be discontinued because of technical maintenance, system development, security requirements or changes to external services.
These Terms may be updated. The current version will be published on this page together with the date of the latest update.
